PotomacWave is seeking a Data Analyst to join our team supporting a Federal client in Frederick, MD. This position will provide analytical and reporting support to leverage advanced data management, statistical modeling, and visualization tools to support programmatic reviews, fiscal reporting, and decision-making for stakeholders. This role involves gathering, cleaning, and integrating data from multiple sources; developing Power BI dashboards, Access SQL queries, and creating performance metrics that drive operational efficiency and accountability. The ideal candidate will collaborate with leadership and cross-functional teams to ensure adherence to data governance best practices, modernization of internal tools, and compliance with standards. This is a hybrid position that requires being on site a minimum of 3 days a week

Responsibilities:
  • Gather data from various sources (databases, APIs, spreadsheets, etc.).
  • Clean, validate, and transform data to ensure accuracy and consistency.
  • Maintain and update data repositories.
  • Conduct exploratory data analysis to identify trends and patterns.
  • Develop and apply statistical models and techniques to analyze data.
  • Interpret data and present findings and recommendations to stakeholders in a clear and concise manner.
  • Create dashboards and reports to track key performance indicators (KPIs).
  • Visualize data using charts, graphs, and other visual aids.
  • Work closely with leadership to understand their data needs.
  • Collaborate with other data professionals to share knowledge and best practices.
  • Perform data analysis and develop ad hoc reporting to support management activities as necessary for briefing materials, reports, taskers, memos, procedures, etc.
  • Develop and provide budgetary and fiscal analysis weekly, monthly, quarterly, annually, and/or additional reports as requested by the Government.
  • Support the development of all Programmatic Reviews and activity involving project requirements.
  • Support the development and integration of changed user/project requirements into the project baseline(s) and support the development and enhancement of all programmatic review and activity involving project requirements.
  • Work directly with the business operations team to aid in the creation of inter-office procedures providing feedback to allow for measurable data points for performance metrics. 
  • Oversee the management and handling of data and assist in the establishment of processes and/or procedures for data governance best practices and provide quality assurance for adherence.
  • Assist in establishing and management of data reporting and presentation standards.
  • Provide expert guidance and assistance with modernization of internal tools and/or software used for data management or storage.
  • Establish data capturing and handling processes that will allow for performance metrics for contracts, personnel, and software.
  • Assist in conducting market research and preparing Analysis of Alternatives (AoA) and Market Research reports. This includes supporting all phases of the research process, such as gathering information from subject matter experts and other sources, engaging with vendors, identifying and evaluating products and solutions, performing cost analyses, and documenting research findings and recommendations.
Qualifications:
  • Bachelor's Degree with a minimum of five (5) years of professional experience and at least three (3) years supporting IT or related disciplines.
  • Proficiency in MS Access and Access SQL language for data querying and manipulation.
  • Proficiency with Power BI data visualizations and DAX language for measures.
  • Proficiency in MS Excel and M-Query Language.
  • Proficiency in Adobe and Adobe JavaScript.
  • Strong understanding of statistical concepts and methods.
  • Strong understanding and automation abilities using Microsoft 365 and MS Power Platform products.
  • Experience with a programming language for data analysis (e.g., R-script).
  • Experience with MS Visio, MS Excel VBA, and MS Project.
  • Excellent analytical and problem-solving skills.
  • Effective communication and presentation skills.
  • Ability to work independently and as part of a team.
  • Ability to manage multiple projects and prioritize tasks.
  • Strong attention to detail.
  • ISO 27001 and CMMI-DEV (development) Maturity Level 3 certifications or equivalents desired.
  • Must have a Public Trust clearance or be a U.S. Citizen capable of obtaining a Public Trust clearance.

Salary range $80,000 - $105,000
