PotomacWave Consulting is looking for a Financial Management Data Analyst to join our team supporting a Federal client in Washington, DC. The Financial Management Data Analyst is familiar with procurement and will develop, manage, and maintain SharePoint pages to track and improve upon the client’s modernization efforts. The Financial Management Data Analyst collaborates and leads work assignments with other team members to ensure overall client satisfaction and PotomacWave's success on the project and in the client organization.

Responsibilities:

  • Developing, running, and analyzing financial, procurement, training, and logistics reports, metrics, and system interfaces.
  • Assisting with development of SharePoint on CG Common Core to meet financial modernization/sustainment objectives.
  • Establish and maintain working agreements and governance (MOU/MOA/SLA) with CG Common Core customers to facilitate integration of financial synergies and efficiencies.
  • Assist with maintenance of CG Common Core configuration control board.
  • Developing, managing, maintaining, and updating SharePoint pages, process tools, workflows, training, and performance metrics on the CG Common Core consistent with standardized processes, best practices, and target audiences. 
  • Assisting with migration of content to SharePoint Online.
  • Developing, managing, maintaining, and posting performance metrics using financial management and procurement services (FMPS) data captured from CG Common Core, Financial Procurement Desktop (FPD)/Core Accounting System (CAS), Financial System Modernization Solution (FSMS – Oracle R12), and the Coast Guard Data Warehouse (CGDW - SAS Viya).
  • Develop and maintain CG Common Core briefing material including an updated coversheet/summary of transactions and impacts.
  • Meet directly with USCG clients and stakeholders to gather, clarify, and document business and technical requirements. Translating captured requirements into development tasks, application features / enhancements, and establish acceptance criteria.
  • Design, develop, test, deploy, and maintain Microsoft Power Apps.
  • Develop Power Fx logic for business rules, data validation, calculations, filtering, search, navigation, permissions, variables, collections, and record updates.
  • Develop Power Automate workflows that support Power Apps, including notifications, reminders, approvals, file processing, Excel imports, SharePoint record creation, and scheduled processes.
  • Organize and manage Power Platform solutions containing Power Apps, Power Automate flows, connections, connection references, data sources, environment variables, and other related solution components.
  • Support the movement and configuration of Power Platform solutions across development, test, and production environments.
  • Connect Power Apps and Power Automate solutions to SharePoint Lists, Microsoft Dataverse, and Microsoft SQL Server.
  • Design SharePoint list structures, columns, relationships, choice fields, person fields, permissions, and supporting data models.
  • Develop role-based access and multi-user workflows for sponsors, POCs, guests, administrators, and super users.
  • Implement business rules involving dates, times, statuses, availability, capacity limits, approvals, and user permissions.
  • Create Power BI reports and dashboards using SharePoint, Dataverse, and SQL-based data.
  • Perform ETL, data transformation, data modeling, validation, and calculation development for reporting solutions.
  • Build interactive Power BI visualizations, including custom Deneb visuals using JSON.
  • Use JSON and HTML in Power Apps to create formatted tables, email templates, summaries, reports, and customized interface components.
  • Query, validate, transform, and integrate Microsoft SQL Server data.
  • Conduct client demonstrations, gather feedback, and implement iterative enhancements.
  • Troubleshoot Power Apps, Power Automate, SharePoint, Dataverse, SQL Server, and Power BI issues.
  • Support application configuration, testing, deployment, version management, and post-production maintenance.
  • Create technical documentation, process documentation, user guidance, and solution design materials.
  • Other duties, tasks and projects as assigned.
Qualifications:
  • Bachelor's degree in Information Technology, Business, or a related field.
  • Three to seven (3-7) years of related experience.
  • Excellent communication and customer service skills.
  • Experienced management skills with the ability to lead, facilitate, motivate and organize.
  • Familiar with the Financial Resource Management Manual (FRMM) and the Federal Acquisition Regulations (FAR).
  • Skilled in SharePoint development processes, software, and tools for SharePoint Online. Experience with Power Automate highly desired. 
  • Experience with SharePoint migration is a plus.
  • Familiar with various Business Intelligence tools including:
    • CG Business Intelligence (CGBI)
    • Power BI
    • Tableau
    • Oracle Business Intelligence
  • Must be a US Citizen able to obtain a security clearance

Salary range $80,000 - $105,000
