PotomacWave is seeking an experienced Government Contracting Business Developer to identify and win new business opportunities and expand our firm’s footprint across the Federal marketplace. The qualified candidate must bring an active network of agency contacts, Government Contractor relationships for teaming and partnership, and a proven track record of winning competitive unrestricted prime contracts and growing a business portfolio. This role will be responsible for leading and participating in the full lifecycle of business development to include prospecting, outreach, and pipeline development from capture to proposal submission.

- Business Growth: Meet or exceed portfolio revenue targets through active pipeline management of multiple concurrent federal opportunities and bids.
- Strategy: Identify target-rich market sectors and opportunities aligned to PotomacWave’s core and adjacent capabilities & service offerings. Narrow field to highest P-win and ROI bids, lead capture strategies to actively influence acquisition strategy and teaming arrangements and position the company to win targeted pursuits. Inform and influence PotomacWave service and product offerings to align and adapt to upcoming and future federal market demand.
- Outreach and Promotion: Aggressively identify value-add networking and marketing opportunities to promote PotomacWave through conferences, events, and other strategic outreach activities and gatherings both in-person and virtual.
- Agency Relations: Expand business across targeted agencies/departments through building relationships with key federal decision-makers such as federal leadership, program managers, contract officers, and contract specialists.
- Teaming Strategy: Expeditiously contact, influence, and close decision makers across key GovCon industry partners to negotiate profitable and successful teaming agreements.
- Proposal Collaboration: Partner with proposal teams to write compelling win themes, executive summaries, and technical approaches.
Qualifications:
- Bachelor’s Degree and seven or more (7+) years of federal business development and sales experience.
- Proven success securing unrestricted prime contract wins valued at $10M+.
- An established network and depth of Government and Industry contacts within a strategic portfolio focus area such as: Defense, Civilian, Justice, Health, or Intelligence Community agencies/departments.
- Proven ability to build new Government and Industry relationships and influence stakeholders in a government contracting environment.
- Deep understanding of contract vehicles: GWACs, IDIQs, and schedules (e.g., GSA MAS, OASIS+, NASA SEWP, MDA Shield, etc.) and agency/department specific buying habits and preferences within assigned portfolio.
- Adherence to process-driven business development and full lifecycle capture management.
- Strong working knowledge of the Federal Acquisition Regulation (FAR) and DFARS and policies governing federal procurement opportunities within assigned portfolio/agency/department.
- Ability to obtain or maintain a Secret/Top Secret clearance.
Compensation:
- Salary Range: $90,000 - $130,000, Commensurate with Experience
- Other: Bonuses/Commission and opportunities to profit-share based on contributions to new contract wins
