PotomacWave is looking for a Data Scientist/Agile Analyst to join our team supporting a Federal client in Washington, DC. This position is currently fully remote and is responsible for providing transformation support to an Agile Product Management approach. This position provides technical expertise, problem-solving, analysis, and data management/reporting support for our team. The program is currently transitioning from a Scaled Agile Framework (SAFe) to Agile Product Management.

The candidate should demonstrate a strong understanding of data analytics, to include the development of metrics, management of data collection and reporting using dashboards and integrating tools like Jira, Confluence, and PowerBI to develop reports/dashboards. An understanding of IT program governance, Agile approach to software development, and use of Objectives and Key Results (OKRs) would be a plus.  The ideal candidate has the ability to maintain quality service standards set by the organization, the desire to learn, and a willingness to work with organizations outside the department.

Responsibilities:

  • Provide program leadership with accurate data collection and analysis by creating, maintaining, and promoting a Systems and Technology Agile dashboard conveying accurate metrics reporting on product team performance, overall performance, and planning.
  • Develop metrics including key performance indicators and Agile metrics.
  • Develop streamlined methods for data synthesis and metrics reporting.
  • Support multiple Product-Teams by creating policies, reference materials, and training on Agile data management for governance.
  • Under the guidance of the Agile Lead, support the development and implementation of a transformation roadmap/strategy for the Agile Product Management implementation.
  • Support training, coaching, and other activities to introduce and implement data and/or Agile principles and practices.
  • Conduct training and mentoring on approved agile content to client development teams.
  • Support the development and implementation of relevant tools, templates, processes, and metrics.
  • Measure client activities for improvement opportunities and provide expert insight into improving their effectiveness.
  • Monitor client activities for risks and provide support for mitigation actions.
  • Support development of governance structure and administration over the agile systems development life cycle.
  • Support the development of Portfolio/Product Dashboards, Project/Product Status Reporting, governance reviews, and MSP-IT Stage Gate Review administration.
  • Create metrics and reports to regularly report on the health of assigned activities
  • Ensure all assigned programs have documented procedures which are current and relevant for the program.
  • Provide expertise to client and/or project team in a given technology area
  • Lead client teams and represent project management at client meetings and briefings.
  • Provide knowledge sharing and mentoring to staff and reviews work for accuracy and quality of approach.
  • Understand client environment and assist project management in addressing client challenges or issues.
  • Prepare documentation, reports, and other deliverables for client approval.
  • Analyze, research, and develop client solutions with team and supports team in implementation and client acceptance process of deliverables.
Qualifications:
  • Bachelor of Science degree or higher ideally in the fields of computer science, information technology, software engineering, or related
  • Seven (7) years of technical experience with experience in database development/management, metrics development and tracking, data reporting, data cleanup/hygiene, PowerBI or similar automation tools or related experience
  • Experience with Agile and/or IT Governance and Agile/IT development data familiarity a plus.
  • Knowledge of development frameworks, system security measures, database management, and web platforms
  • Experience with Microsoft Office, SharePoint, PowerBI, Jira, and Confluence (other Agile reporting tools a plus)
  • Federal government systems experience is ideal but not required
  • 508 Compliance a plus
  • Have a high level of attention to detail
  • Strong interpersonal, presentation, and process skills
  • Ability to explain a complex problem in simple terms to different types of audiences
  • Understand the business' processes to create a cohesive vision of a usable product
  • Strong commercial acumen and able to develop compelling business cases.
  • Strong planning skills with the ability to structure activities, resources, and workload in order to achieve the right outcomes.
  • Strong subject matter expertise and has awareness of the latest innovation and technology trends in data management and reporting.
  • Must have active Secret Clearance
Salary range $100,000 - $130,000
